Surface condition does not confirm what is happening below.
Start with what is failing and how much is affected.
Repair may fit
- Localized boards
- Railings
- Hardware
- Limited framing
Larger rebuild may fit
- Multiple structural areas
- Pilings
- Widespread movement
- Major storm damage
These are planning signals, not a structural diagnosis.
Charleston docks have a hard job
Docks here deal with salt or brackish water, heat, humidity, storms, tides, and marine life.
Wood pilings can be damaged near or below the waterline, while metal connectors can corrode in coastal conditions. A photo can help organize the issue, but it cannot confirm structural safety.
The type of work can change the path.
Maintenance & repair
Existing structure, generally intact, within original dimensions.
Same-size reconstruction
Rebuild at the approved size, location, and basic configuration.
Expansion or redesign
Bigger or materially different from what is there.
New dock
A new structure with a full permitting path.
Property, jurisdiction, and current rules still determine the actual permit requirements.
SCDES says normal maintenance and repair applies only when the existing structure is previously permitted, grandfathered, or exempted, is still generally intact and functional, and the work does not go beyond its original dimensions.
SCDES maintenance & repair guidance ↗GP-25-DR can cover qualifying reconstruction of previously permitted private recreational docks. The rebuilt dock must stay at its approved size, location, and basic configuration.
SCDES general permits ↗The U.S. Army Corps of Engineers' current South Carolina dock general permit, SAC-RGP-09, expires December 14, 2026, so the federal step needs to be re-checked after that date.

Which local government handles your property?
Choose the jurisdiction for the parcel. Do not choose only by island name. Parts of James Island and Johns Island can fall under different local governments.
Use the parcel’s jurisdiction, not the mailing address.
A Charleston mailing address does not always mean the property is inside the City of Charleston. The same is true on James Island and Johns Island.
Until the jurisdiction is confirmed, treat the state and federal permit steps below as the baseline and ask the local building or zoning office whether it has an additional review.
What should you photograph?
Do not climb under an unsafe dock or enter the water just to get a photo.
Have the old dock permit?
Keep it handy. SCDES asks for the prior permit when reviewing a maintenance-and-repair request, and it can help establish the approved size and layout. If you do not have it, public permit records may still help.
You do not need to diagnose it yourself
Notice what changed. Shoreline can organize the photos and details, narrow the likely project type, and carry that context into contractor discovery.
